明治31年（1898）大阪市に生まれる。名は秀夫。別号は富麿。
明治43年（1910）頃から北野恒富に師事し、大正4年（1915）の第9回文展に《つやさん》で初入選、大正8年（1919）から帝展に3年続けて入選した。のちに院展へ移り、大正12年（1923）から《麻雀戯》《舞妓》などで入選を重ねて日本美術院院友となる。大正15年（1926）と昭和5年（1930）の聖徳太子奉讃美術展にも入選した。この間に京都へ移り、西山翠嶂の画塾「青甲社」に属して官展に戻り、昭和8年（1933）の第14回帝展に《おこしらへ》で入選した。昭和10年（1935）に京都市立絵画専門学校選科を卒業した。中村貞以・西山英雄らとも交流があった。その後も文展鑑査展・新文展・紀元2600年奉祝日本画大展に入選を重ねた。戦後は昭和21年（1946）の第2回日展から入選を続け、昭和29年（1954）の第10回日展から依嘱出品となる。昭和33年（1958）に翠嶂が亡くなって青甲社が解散した後は、どの団体にも属さず日展だけに出品した。昭和44年（1969）には《潤》で再び院展に入選し、以後は小松均に師事した。初期には風俗美人画を描き、晩年には仏画なども手がけた。
昭和56年（1981）京都で没。享年84歳。

Higuchi Tomimaro (1898 – 1981)
Higuchi Tomimaro (1898–1981) was a Nihonga (Japanese-style) painter born in Osaka. A pupil of Kitano Tsunetomi from around 1910, he exhibited at the 9th Bunten (Ministry of Education Art Exhibition) in 1915 and at the Teiten (Imperial Art Exhibition) in 1919–21. He then showed at the Inten (Japan Art Institute Exhibition) from 1923, becoming an associate member of the Japan Art Institute (Nihon Bijutsuin), and at the Prince Shotoku Art Exhibition in 1926 and 1930. Moving to Kyoto, he joined Nishiyama Suisho's Seikosha (private painting school) and returned to the Teiten in 1933. He completed the elective course of the Kyoto City Specialist School of Painting in 1935 and was acquainted with Nakamura Teii and Nishiyama Hideo. He also showed at the Shin-Bunten (New Ministry of Education Art Exhibition) and at a 1940 exhibition marking the 2,600th year of the imperial era. After the war he showed at the Nitten (Japan Fine Arts Exhibition) from 1946, by invitation from 1954. After Suisho died in 1958 and the Seikosha dissolved, he showed only at the Nitten, belonging to no group. In 1969 he returned to the Inten and later studied under Komatsu Hitoshi. He painted genre scenes of beautiful women early on and Buddhist subjects later.
